On 30 July 2021, the National Newspaper publishes the new interview to the Legal Representative of Freud School whose school addresses are ICT, Tourism and Management, Human Sciences High School.  

On this occasion, Dott. Daniele Nappo expresses his opinions about an unresolved inefficiency of charter schools: : the discrimination of the teachers in charter schools. These schools must employ only teachers with a school habilitation to maintain their status of equality, 

Teachers are all the same. They have the same rights and have to be treated without any distinction.

Charter Schools. Second class temporary employees

Today, I think it is necessary to talk about an issue still quite unknown, but effectively real: the discrimination of the teachers in charter schools. As a matter of fact, in accordance to Law 622000, these schools must employ only teachers with a school habilitation to maintain their status of equality.  Although charter schools are legally recognized and the teachers working there are in possession of a degree plus 24 Cfu, i.e the credits released by University allowing people to teach at schools, teachers in charter schools have less rights in comparison to teachers working in Public State Schools. Since 2014 there has been no implementation of qualification / habilitation exams and after the State tests in favour of teachers with school habiltation in 2016 and 2018, charter schools have no teachers with school habilitation because these latter have been employed by Public Schools;  as a result, every school-year charter schools have to employ teachers with no habilitation with a temporary contract  (from 1st September to the 30th June) by disregarding  Law  622000 (in paragraph  g, precisely).

Therefore, there is the rising of a paradox disadvantageos to workers. With the Decree -named Decreto Dignità- the Italian Government obliges all the private entities, including also charter schools to employ its employees with a temporary contract for not more than 24 months. 

This is a restriction for the employer concerning the possibility of renew the contract repeatedly. 

The final goal should be the proper professional stability of the employees. At the same time, charter schools are not allowed to turn the temporary contract into a permanent contract, if teachers aren't in possession of the school habilitation. However, as I have already said, there has been no implementation of habilitation exams for 7 years.  

It's not by chance that the European Union has sanctioned Italy for abuse of school temporary employees.  There is the need of shaping again the role of  teachers, because for the most part,  charter schools are very well organized.  

Let's uproot  the clichè that considers charter schools as "companies of school degrees". It's not true at all. All the temporary school teachers are the same. They have the same rights and have to be treated without any distinction.
