On the idea of the Minister of Education and Meritocracy , Giuseppe Valditara, at the end of a meeting with technicians from the same ministry, and noting the concluding report of the work of the ministerial table of experts on the issue of bullying, actions and decisions were deliberated on the criteria for evaluating the conduct grade in secondary schools, the measure of suspension, and the establishment of supportive citizenship activities. The actions will give rise to a regulatory revision concerning the evaluation of learning and behavior and the Student Statute. The main objective is to reconstitute the culture of respect, to collaborate in affirming the authority and importance of teachers, and to restore serenity in schools. In essence, action is taken to ensure that The grade assigned for conduct is connected to the entire school year, and in the evaluation special emphasis should be given to any violent or aggressive acts against teachers, all school staff and students. In secondary schools, behavior assessment is reinstated, which will be expressed in tenths and averaged, thus changing the 2017 reform. Behavior assessment will influence credits for admission to the final state exam in secondary school.
The current legislation has several critical issues and indeterminacies because it stipulates that the flunking for the assignment of 5 for conduct is implemented only in the presence of serious acts of violence or the commission of crimes. With the reform, on the other hand, it is stipulated that the assignment of a 5, and thus the consequent flunking, may also take place in the face of behavior that constitutes serious and repeated violations of the School Regulations. In addition, the assignment of a 6 for conduct gives rise to a school debt, in secondary school, in the subject of Civic Education, which will have to be made up in September with a test with the subject of constitutional and citizenship values.
