On 6th August 2021, the national newspaper “Il Giorno”, publishes the interview to the S. Freud Legal Representative , Dott. Daniele Nappo.
The Director of the School Institution, with the folllowing school addresses ICT, Tourism and Management, Human Sciences, expresses his considerations on the discrimination on the topic of “State subsidies ”, denied to charter schools.
In a democratic society, the State Subsidies have to concern all the students and not only those attending Public Schools.
THE PROBLEM IS TO SOLVE: CHARTER SCHOOLS ARE DISCRIMINATED
The Public Private School represents for some parents an educational choice. Families have to choose freely the educational model they prefer in accordamce with the Italian Constitution
Law 622000 establishes the equivalence beterrn Public State Schools and Public Private Schools, i.e Charter Schools: this should represent a value of freedom for parents and not a form of discrimination. For sure, throghout the years we have perceived a change of direction. The prejudice that assimilated charter school with any private school has been broken: in a Draft Law it is mentioned a tax reduction of the school fee.
Nevertheless, in Upper Schools there is a minimum of tax reduction.
Go to school is a duty sanctioned by the Gouvernment. It's not a simple choice like buying a new apartment with the obligation of a house payment.
As in other countries in Northern Europe, Gouvernment has to allow a real freedom of school choice, for example by giving a voucher to be spent in a Public State School or in a Public Private School to every family. .
In effect, the issue of public assistance to public private school is a problem to be solved and at the end of the critical situation provoked by the Covid pandemic, unfortunately we will assist again to the usual bipartition between Public State Schools and Public Private Schools.
In Italy there are about 13 thousand charter schools, attended by 900 thousand students – il 10 % of the school population – and belong in their full-function to the national system of Education, in accordance to Law n. 622000.
Charter Schools mustn't be included within the wide category of business operators, because they perform a service of public utility and there is the " right of Public Assistance". The typical school fee that the students with a subscription pay to a charter schoolis considered as an element of detection of the performance of an activity in a c retta che gli studenti iscritti pagano alle scuole paritarie è considerato elemento rivelatore dell’esercizio di un’attività con modalità commerciale e, pertanto, al netto della parentesi pandemica riguardo le “Misure urgenti per la scuola”, gli aiuti torneranno ad essere modestissimi.
Un anno fa era stato il decreto Rilancio a non prevedere nemmeno un euro per le misure di sicurezza nelle scuole paritarie, mentre stanziava 1,6 miliardi per le statali.
Soltanto dopo una robusta pressione, si è arrivati a prevedere 300 milioni anche per gli istituti non statali. Anche con il decreto Sostegni è previsto un incremento di 150 milioni.
Il decreto prevede il sostegno, però, solo alle scuole statali cosi come anche le risorse per il recupero della socialità sono destinate prioritariamente alle istituzioni scolastiche statali. Appare evidente una ingiustizia, una discriminazione. In uno Stato democratico gli aiuti devono riguardare tutti gli studenti e non solo quelli delle scuole statali.
